The Government of India, through the Ministry of Commerce & Industry (DPIIT), has notified the Furniture (Quality Control) Order, 2025, making BIS Certification mandatory for specified categories of furniture sold in the Indian market. 

The objective of this Quality Control Order (QCO) is to improve product quality, ensure consumer safety, and establish uniform standards for furniture manufactured or imported into India. Under this Order, covered furniture products must conform to the applicable Indian Standards and bear the BIS Standard Mark (ISI Mark) under a valid BIS license.

What is Furniture (Quality Control) Order, 2025? 

The Furniture (Quality Control) Order, 2025 was issued by the Ministry of Commerce & Industry on 13 February 2025 under the Bureau of Indian Standards Act, 2016. 

The Order mandates that specified furniture products must comply with the relevant Indian Standards and obtain BIS certification under Scheme-I of BIS Conformity Assessment Regulations, 2018 (ISI Mark Scheme)

Effective Date for Micro & Small Medium and Large Enterprises 

The QCO shall become applicable to Micro and Small Enterprises after 18 months from the date of publication of the notification.

Exemptions Under the Furniture QCO 

Export Products 

The Order does not apply to furniture manufactured in India exclusively for export. 

Certain Micro Enterprises 

The Order provides exemption to enterprises registered under the Udyam Portal where: 

✔ Investment in plant and machinery/equipment does not exceed ₹25 lakh 

✔ Annual turnover does not exceed ₹2 crore 

✔ Turnover is certified by a Chartered Accountant 

Such enterprises are exempted from implementation of the Order.
