CPCB ELV Producer Registration under End-of-Life Vehicles (ELV) Rules, 2025: Complete Guide

The Environment (Protection) (End-of-Life Vehicles) Rules, 2025 introduced the Extended Producer Responsibility (EPR) framework for End-of-Life Vehicles (ELVs) in India. The Rules were notified on 6 January 2025 and came into force on 1 April 2025. 

To implement the ELV EPR framework, the Central Pollution Control Board (CPCB) has developed an online EPR Portal where producers, Registered Vehicle Scrapping Facilities (RVSFs), and Bulk Consumers are required to register and fulfil their compliance obligations.

If your company manufactures, assembles, imports, or sells vehicles in India, CPCB ELV Producer Registration is mandatory. 

What is ELV Producer Registration? 

ELV Producer Registration is the process of registering vehicle producers on the CPCB ELV EPR Portal to comply with the Environment (Protection) (End-of-Life Vehicles) Rules, 2025. 

After registration, producers receive access to the portal for fulfilling their EPR obligations, purchasing EPR Certificates from registered RVSFs, and filing periodic returns.

Who is a Producer under ELV Rules? 

A Producer includes any entity engaged in: 

  • Manufacturing or assembling vehicles and selling them under its own brand. 
  • Selling vehicles under its own brand that are manufactured by another company. 
  • Importing vehicles into India. 

If your business falls under any of these categories, registration on the CPCB ELV Portal is mandatory. 

Why is ELV Producer Registration Important? 

The registration enables producers to: 

  • Comply with the ELV EPR Rules, 2025. 
  • Obtain EPR obligations. 
  • Purchase EPR Certificates from registered RVSFs.

Types of Producers 

The CPCB portal classifies producers into different categories based on their business model: 

  • P1 – Manufacture/Assemble and sell vehicles under own brand. 
  • P2 – Sell vehicles under own brand manufactured by another manufacturer. 
  • P3 – Manufacture/Assemble vehicles and sell to another producer. 
  • P4 – Manufacture/Assemble vehicles sold in the open market under another producer’s brand. 
  • P5 – Import vehicles and sell under own brand. 
  • P6 – Import vehicles and sell under the imported brand. 
  • P7 – Import vehicles and sell to another producer. 
  • P8 – Import vehicles for self-use. 

Selecting the correct producer category is essential for successful registration. 

Documents Required 

Generally, the following documents are required: 

  • GST Certificate 
  • Company PAN 
  • IEC Certificate (if applicable) 
  • CIN Certificate 
  • TIN (if applicable) 
  • PAN of the Authorised Person 
  • Manufacturing/Assembly Facility Details 
  • Procurement and Sales Data 
  • CA Certificate 
  • Annual Turnover Details 
  • Undertaking on Company Letterhead 

Information Required During Registration 

The registration application includes the following sections: 

1. General Details 

    • Company information 
    • GST details 
    • Registered office 
    • Authorised person details 
    • Business information 

    2. Manufacturing/Assembly Facility Details 

    • Manufacturing locations 
    • Nature of business 
    • Production capacity 
    • GST details of facilities 

    3. Procurement and Sales Data 

    • The producer must provide: 
    • Vehicle category 
    • Vehicle type 
    • Number of vehicles manufactured 
    • Imported vehicles 
    • Domestically procured vehicles 
    • Vehicles sold in the open market 
    • Vehicles sold to other producers 
    • Co-branded vehicle sales 
    • Self-use vehicles 
    • Exported vehicles 
    • Steel quantity used 
    • CA-certified sales information 

    Based on this information, the portal automatically calculates the tentative EPR target. 

    4. Annual Turnover 

    The producer must declare annual turnover and upload CA-certified turnover details. 

    5. Payment of Registration Fee 

    The application is submitted after payment of the applicable registration fee through the portal. 

    Registration Fees 

    Registration fees are based on the producer’s average annual turnover. 

    Average Annual Turnover Registration Fee 
    Up to ₹10 Crore ₹25,000 
    Above ₹10 Crore to ₹50 Crore ₹50,000 
    Above ₹50 Crore to ₹250 Crore ₹2,00,000 
    Above ₹250 Crore to ₹1,000 Crore ₹5,00,000 
    Above ₹1,000 Crore ₹10,00,000 

    Additionally, 50% of the application fee is payable annually as the processing fee during return filing. 

    CPCB Processing Timeline 

    Once the application is submitted: 

    • CPCB generally processes the application within 15 working days. 
    • If any information is missing, the applicant receives a query through the portal. 

    After satisfactory verification, a digitally signed Registration Certificate is issued. 

    Can Registration Be Rejected? 

    Yes. 

    Applications may be rejected if 

    • False information is submitted. 
    • Incorrect documents are uploaded. 
    • Required information is incomplete. 

    In such cases, the application fee may be forfeited, and a fresh application with the prescribed fee may be required. 

    Can Registration Be Revoked? 

    Yes. 

    CPCB may revoke the registration if the producer: 

    • Furnishes false or misleading information. 
    • Conceals material facts. 
    • Violates the provisions of the ELV Rules, 2025. 

    Environmental compensation and other regulatory actions may also be initiated after providing the producer an opportunity to be heard.
